Selection User for Charity Commission Wrong Popup Content

Hi,

This only happens in a hosted account not in the main account.

When adding a charity commision on the product page, clicking on the icon to select a user opens up a popup showing the Welcome page for admin and not the selection page to select a user.

I Confirmed this on a hosted account. Yes have the same issue here.
